Charles Groce was born in and is a lifelong resident of Kent County.  He was educated in the Caesar Rodney School District.  After graduating from Caesar Rodney High School, he attended Ursinus College where he received a Bachelor of Arts in Economics and Business Administration with a minor in Political Science.  


Charles has a unique combination of both business experience and public sector service.  He was a supervisor at ILC Frederica, where he successfully managed teams of people in support of accomplishing the organization’s business goals.  He also has a long history of public service. He spent 25 years with the Delaware State Police where he retired after 25 years of service. In addition, he was also a member of our Armed Forces, where he retired as the Master Sergeant USAF Reserves after 24 years of service.  During his time in the Air Force, Charles was deployed in Operations Desert Storm/Desert Shield as well as Operation Iraqi Freedom/Enduring.  Charles continues his service to the public in his current role as a Lieutenant with the Wyoming Police Department. 


Charles is actively involved in his community and has been a long-time member of Crossroads Christian Church.  Charles is also a lifelong horseman and is an Owner/Trainer/Breeder of Standardbred Race horses.  Charles is also a member of the US Trotting Association American Legion and the Association of Retired Delaware State Police. 




Charles is the son of Charles E. Groce and the late Margaret M. Groce.  Charles is married to his loving wife Linda and has two daughters and six grandchildren. Charles and his wife reside in the Felton area.
